Step-1: The first thing you have to do is to type Regedit in the Start/taskbar search box or Run command box and then press the Enter key.
Step-2: Now you have to Click on the Yes button when you see the UAC prompt to open Registry Editor.
Step-3: Once the Registry Editor is open on the screen navigate to the following key
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\ Windows NT\CurrentVersion\Image File Execution Options
Step-4: Once you navigate the above the key now under the Image File Execution Options key, you need to look for the utilman.exe key.
Step-5: If the above key does not exist then, in that case, right-click on the Image File Execution Options key. Here click on the New option then click on the Key and name the new key as utilman.exe
Step-6: After that select, the new utilman.exe key and then on the right side of the window right-click on an empty spot select click New option from the menu then click String value, and finally name it as Debugger.
Step-7: Once the debugger file is created now double-click on Debugger value and then change its value data to the path of Snipping Tool or any other tool that you would like to launch from the login screen.

Step-8: Once you have changed the value of the debugger now it’s time to launch the added program from the login screen. Now press the Windows logo key + L key together at the same time from the keyboard to lock your computer and see the lock screen.
Step-9: Now you have to press the Enter key or click anywhere on the lock screen to see the login screen.
Now you have to click on the Ease of Access button to launch your program. If you have added the Snipping Tool, after capturing the screen then, in that case, click on the Edit menu and then click on Copy option to copy the screenshot to the clipboard as the Snipping Tool does not allow you to save it from the login screen. Once you sign-in, paste it in Paint or any other image editing tool and then save it.
